One out of every five agricultural households in Uganda have access to extension services, according to the 2008/9 Uganda Census of Agriculture1. Most agricultural households rely on fellow farmers to receive agricultural information. This is the environment despite the fact that the public expenditure on the extension system operated through the National Agricultural Advisory Services (NAADS) programme accounts for over 35 percent of the agricultural sector budget.en_US
