Abstract
This policy brief presents a framework for advancing Open Science (OS) in Uganda through the leadership of the Uganda National Council for Science and Technology (UNCST). Open Science, built on transparency, inclusivity, and accessibility, is positioned as a transformative approach to enhance research regulation, collaboration, and innovation. The brief highlights the global and regional context of OS, noting both the benefits—such as improved research visibility, accountability, and alignment with Sustainable Development Goals (SDGs)—and the challenges facing Uganda, including weak policy frameworks, limited infrastructure, and low stakeholder collaboration. Drawing lessons from international best practices, the brief underscores the need for clear national OS policies, improved data-sharing mechanisms, and stronger institutional linkages. Recommendations focus on creating an enabling policy environment, investing in infrastructure and training, fostering a culture of openness, and building collaborative networks. By implementing OS principles, UNCST can strengthen its regulatory role, promote compliance with ethical standards, enhance the visibility and impact of Ugandan research, and support national development priorities outlined in Vision 2040.
