dc.description.abstractUganda, projected to have 3.5 millions orphans by 2010, was the site of World Vision's first major program of assistance to orphans of HIV/AIDS and war. This paper examines how the program, which was implemented in the rural districts of Masaka, Rakai and Gulu from 1990 to 1995, addressed the critical challenge of ensuring sustainable orphan welfare in a family and community setting. The paper considers how impact was achieved through activities that focussed on direct support to vulnerable children (access to education and vocational training skills), while at the same time as strengthening the capacity of families and communities to cope (increasing food production of foster families, strengthening basic social services in the area, and mobilizing the community for orphan care). Community participation and collaboration with government and other NGOs were important elements in all components.en_US
