| dc.description.abstract | The National Guidelines for Research Involving Humans as Research Participants (2025) provide a comprehensive ethical and regulatory framework governing all research involving human participants in Uganda. Developed by the Uganda National Council for Science and Technology, the guidelines aim to ensure that research conducted within or involving Uganda protects the rights, dignity, safety, and welfare of individuals and communities who participate in research activities. They establish standards for ethical conduct, scientific integrity, and regulatory compliance across all fields of research, including health sciences, social sciences, natural sciences, engineering, and agricultural research. The guidelines outline fundamental ethical principles guiding research involving humans, including respect for persons, beneficence, non-maleficence, and justice. They define the responsibilities of researchers, research institutions, sponsors, and regulatory bodies in ensuring ethical research practices. The document also describes the national oversight framework, where ethical review begins at institutional Research Ethics Committees (RECs) and is followed by national registration and clearance through UNCST and other relevant agencies. Additionally, the guidelines provide detailed requirements for informed consent, protection of vulnerable populations, data privacy and confidentiality, community engagement, benefit sharing, and responsible management of biological materials and research data. They further address emerging research areas such as genetics and genomics, artificial intelligence, biobanking, and advanced therapeutic products, ensuring that ethical considerations keep pace with technological advancements. Overall, these guidelines strengthen Uganda’s research governance by harmonizing ethical standards with national laws and international best practices. Their implementation is intended to promote responsible research, enhance public trust, foster innovation, and support the country’s broader goals of advancing science, technology, and knowledge-driven development. | |
