STUDY REPORT ON THE EFFECT OF PUBLIC HEALTH EMERGENCIES ON THE RESEARCH REGULATORY SYSTEMS

Abstract

This report examines the impact of public health emergencies, particularly the COVID-19 pandemic, on Uganda's research regulatory systems. Conducted under the ACCESS Africa II Project and implemented by the Uganda National Council for Science and Technology (UNCST), the study explores how emergencies disrupted research ethics review, regulatory oversight, clinical trials, and institutional operations. Using evidence gathered from key stakeholders within Uganda's research and regulatory ecosystem, the study identifies strengths, weaknesses, and preparedness gaps in existing research governance mechanisms. The findings highlight challenges related to research continuity, expedited ethics review, regulatory coordination, digitalization of review processes, and emergency preparedness while documenting lessons learned during the COVID-19 response. The report recommends strengthening regulatory frameworks, institutional capacity, emergency-specific guidelines, digital research management systems, and multi-sectoral coordination to enhance resilience and ensure timely, ethical, and effective conduct of research during future public health emergencies. The study contributes evidence to support policy development and improve Uganda's preparedness for future health crises while safeguarding research quality and the rights and welfare of research participants.
