    The East Africa Conference on Intellectual Property Rights and Development

    This i s a synthesis report of the proceedings of the E ast Africa Conference on Intellectual Property Ri ghts and Development which took place i n Jinja-Uganda from the 28th -29th June 2006. The Conference brought together senior level officials from the national IPR offices, research and academic i nstitutions, national planning and i nvestment authorities and practicing IPR lawyers. T heoverarchingobjective of the Conference was to provide a platform for stakeholders to engage i n a mutual dialogue on the role of i ntellectual property rights i n stimulating science and technology i nnovation, technology development and technology transfer within the E ast African Community (EAC). T he Conference also provided a rare opportunity for IPR practitioners from the three E AC States to engage i n a dialogue on practical steps necessary for operationalizing the relevant provisions of the T reaty Establishing the EAC.

    Monitoring and Assessing the Performance of Local Government Councils in Uganda:Background, Methodology and Score Card

    "The objective of this paper is to provide general background information and analysis upon which comprehensive monitoring of local councils is conceptualized and undertaken. The paper is based on a comprehensive review of existing literature on monitoring the performance of local governments in Uganda and elsewhere. The elements of the monitoring framework articulated in this background paper were tested through limited fieldwork to target districts including Kamuli, Mbale, Mbarara, Hoima and Bushenyi. An expert task group comprised of practitioners and local government officials reviewed and provided input into the methodology and score card through a series of meetings. The local council’s institutional architecture and, the political, legislative and service delivery mandates of district councilors and local council organs were identified as pillars around which performance and monitoring indicators or the local government councils score cards are developed. The paper is divided into 4 broad sections addressing three main objectives. Section 2 after this introduction presents an overview of the state of knowledge and practices on monitoring the performance of local governments. Section 3 examines the functions of local government organs, identifies major themes and establishes appropriate parameters around which monitoring indicators are developed. Section 4 outlines a methodology and the set of indicators that can be used in monitoring the performance of district local councils. Section 5 contains our conclusions and recommendations."

    Strengthening the Local Government System to Improve Public Service Delivery, Accountability and Governance

    The Uganda Local Government Councils Score Card is a tool that assesses the performance of elected leaders at the district level. Since its launching in 2009, three assessments have been conducted including the current one for the financial year 2011/2012. The current score card is unique in one particular respect. It covers the first year in office for the officials who were elected in 2011 for a five year term of office. The score card can therefore be used by the leaders to benchmark how they are delivering in their mandate to improve public service delivery, promote accountability and strengthen the foundation for good governance

    The Uganda Local Government Councils Score Card is a tool that assesses the performance of elected leaders at the district level. Since its launching in 2009, three assessments have been conducted including the current one for the financial year 2011/2012. The current score card is unique in one particular respect. It covers the first year in office for the officials who were elected in 2011 for a five year term of office. The score card can therefore be used by the leaders to benchmark how they are delivering in their mandate to improve public service delivery, promote accountability and strengthen the foundation for good governance. The 2011/12 score card report builds on the previous reports for the financial year 2008/09 and 2009/10. Those reports highlighted the challenges facing local government councils and councilors across the districts that were covered by the assessment. The number of districts covered by the current assessment was increased from the previous 20 to 26. However, the same challenges remain in spite of the many positive developments that have been put in place by Government. Most importantly, service delivery has considerably deteriorated and there is no visible improvement particularly at specific service delivery units. Cases of overcrowded classrooms, children studying under trees, health centers with no Health personnel staff or functioning ambulances and many others are apparent from the fieldwork.

    Sustainable Development Beyond Rio+ 10: Consolidating Environmental Democracy in Uganda Through Access to Justice, Information and Participation

    The World Summit on Sustainable Development (WSSD) due to take place in Johannesburg, South Africa in 2002 is yet another key milestone in the formulation of strategies for achieving global sustainable development. The Summit, also known as Rio + 10, is an important event in the growth of global environmentalism in at least three ways.1 First, it is taking place a whole generation after the United Nations Conference on the Human Environment in 1972.2 Second, the WSSD represents a decade of implementation of the commitments made by governments at the United Nations Conference on Development and Environment (UNCED).3 Third, the WSSD is a fundamental opportunity for Governments and all other actors to work together to find practical ways of operationalizing sustainable development principles by focussing on both the substantive commitments, as well as the means of implementing already existing ones.
