Item Above-ground biomass and carbon stocks of different land cover types in Mt. Elgon, Eastern Uganda(International Journal of Research on Land-use Sustainability, 2014) Buyinza, Joel; Balaba Tumwebaze, Susan; Namaalwa, Justine; Byakagaba, PatrickThis research applied selected allometric models to estimate the total above ground biomass (TAGB) and carbon stocks in the different land-use/ land cover (LULC) types in Mt. Elgon National Park, in Eastern Uganda. The LULC types identified for the study were – tropical high forest (THF) - normal, THF- degraded and grasslands. The vegetation in each land cover type was assessed at four levels i.e. the mature trees, poles, saplings and undergrowth. Tree diameter and height of each sampled tree were also measured. In each plot, one sapling was randomly selected, uprooted and sub-samples of the foliage, bole and root components were collected, and their fresh weight was determined in the field. Calculation of the Mean Squared Error (MSE), Prediction Sum of Squares (PRESS) statistic and Predicted R2 values of the selected equations was done to establish the most appropriate equation for biomass and carbon estimation. The TAGB was 652.15t/ha, 55.16t/ha and 41.7t/ha in the THF-Normal, THF-Degraded and Grasslands respectively. The carbon stocks in the THF-normal were 293.65tC ha-1, 25 tC ha-1 in the THF-degraded and 18.76 tC ha-1 in the grasslands. Over 90% of sequestered carbon was lost due to land cover change from THF-Normal to THF-Degraded. This calls for policy makers to urgently come up with interventions to address forest degradation.Item Aboveground Species Diversity and Carbon Stocks in Smallholder Coffee Agroforestry in the Highlands of Uganda(Springer, Cham, 2019) Namaalwa, Justine; Tumwebaze, Balaba Susan; Kigonya, Ritah; Nabanoga, GorettieTypes of agroforestry systems and their capacity to sequester carbon vary globally, and the extent of carbon sequestered greatly depends on environmental conditions and system management. This study aimed at investigating the species composition and determining the aboveground carbon stocks of coffee agroforests at low (1240–1320 m a.s.l.) and medium (1321–1504 m a.s.l.) elevations of Manafwa District in Uganda. For each elevation, the agroforest structures were described and the aboveground carbon (AGC) stocks estimated using allometric models for all measured shade and coffee trees. Two coffee varieties were cultivated with SL-14 extending up to 40 years, while LWIL-11, a more recently introduced variety, extended up to 7 years only. Therefore, the estimated AGC stocks were significantly greater for the SL-14 (0.250–2.317 tons ha−1) than LWIL-11 (1.044–2.099 tons ha−1) and were significantly higher at the medium versus the low elevation. The analysis for shade trees indicated no significant differences in the species diversity for the elevation sites, but with significant variations in mean DBH and thus AGC stocks. Farms at low elevation were characterized by smaller (2.037 ± 0.131 tCO2e ha−1) and significantly high (2.037 ± 0.131 tCO2e ha−1) mean AGC stocks per unit area for coffee and shade trees, respectively, as compared to the medium elevation farms. While the variation in the coffee trees within the elevation sites could be attributed to the uneven distribution within the age groups, the AGC stocks in the shade trees were attributed to the generally large sizes of the trees that dominated. Irrespective of the differences in elevation attributes, coffee agroforests can potentially provide carbon sinks and thus contribute to climate change mitigation.Item Analysis of Uganda’s policy and legal framework for the implementation of REDD+(Environmental Science & Policy, 2019) Namaalwa, Justine; Byakagaba, PatrickA supportive policy and legal framework is critical for the implementation of interventions to mitigate climate change such as REDD+. This paper analyses Uganda’s policies and laws, with the purpose of determining whether the policy issue, objectives of policies and laws provide for a supportive environment for REDD+ activities. The policies and laws analyzed include those indicated in Uganda’s Readiness preparedness proposal and any other relevant public policies. The following questions guided the analysis: Are the REDD+ activities as prescribed in proceedings of the 16th COP to UNFCCC recognized in the policy issue and characterized? Are the REDD+ activities reflected in the object and subsequent provisions of the laws reviewed? From the analysis, it was found that deforestation and forest degradation, loss of protected areas, failure to sustainably utilize natural forests, and limited implementation of forest enhancement activities are recognized as a policy issue in some but not all policies. The characterization of deforestation and forest degradation is mostly linked to proximate drivers while barriers to conservation of forest carbon stocks, sustainable management of forests and enhancement of forest carbon stocks is linked to underlying drivers. Reducing deforestation and forest degradation are the most provided for activities in the policy issue and characterization, while enhancement of forest carbon stocks and sustainable management of forests are the least considered. Reducing forest degradation and conservation of forest stocks are the most provided for in the object and subsequent provisions of the Laws, while enhancement of forest carbon stocks is the least. Conservation of forest carbon stocks and reducing forest degradation are reflected in both policy issue and laws. The current policy and legal framework is suitable mainly for addressing the drivers of deforestation and forest degradation as well as addressing the barriers to conservation of forest stocks.Item Assessing local preferences for payment formats in REDD+ interventions A case study of the Ongo Community Forest(International Institute for Environment and Development, 2013) Namaalwa, Justine; Nabanoga, Gorettie N.Poverty and sustainable development impacts of REDD architecture is a multi-country project led by the International Institute for Environment and Development (IIED, UK) and the Norwegian University of Life Sciences (Aas, Norway). The project is funded by the Norwegian Agency for Development Cooperation (Norad) as part of the Norwegian Government’s Climate and Forest Initiative. The partners in the project are Fundação Amazonas Sustentável (Brazil); Hamilton Resources and Consulting (Ghana); Netherlands Development Organisation (SNV) (Vietnam); Sokoine University of Agriculture, Faculty of Forestry and Nature Conservation (Tanzania); and Makerere University, Faculty of Forestry and Nature Conservation (Uganda). The project aims to increase understanding of how different options for REDD design and policy at international, national and sub-national level will affect achievement of greenhouse gas emission reduction and co-benefits of sustainable development and poverty reduction. As well as examining the internal distribution and allocation of REDD payments under different design option scenarios at both international and national level, the project will work with selected REDD pilot projects in each of the five countries to generate evidence and improve understanding on the poverty impacts of REDD pilot activities, the relative merits of different types of payment mechanisms and the transaction costs.Item Interconnectedness of Ecosystem Services Potential with Land Use/Land Cover Change Dynamics in Western Uganda(Land, 2022) Kaheesi Kusiima, Samuel; Egeru, Anthony; Namaalwa, Justine; Byakagaba, Patrick; Mfitumukiza, David; Mukwaya, Paul; Mensah, Sylvanus; Asiimwe, RobertUnderstanding the evolution of land use/land cover change (LULCC) and how it shapes current and future ecosystem services (ES) supply potential remains critical in sustainable natural resource management. Community perception of historic LULCC was reconciled with previous study via remote sensing/geographical information systems using recall data in the Budongo–Bugoma landscape in Uganda. Then, a CA-Markovian prediction model of a LULC situation in 2040 under business as usual (BAU) and forest restoration scenarios was constructed. Additionally, we assessed the perceived proximate and underlying drivers of LULCC, and how LULCC shapes ecosystem services potential using household surveys. The perceived LULCC trend for the past three decades (1990–2020) corresponded with previous studies showing grassland, bushland, tropical high forest, and wetland cover declined greatly, while subsistence farmland, commercial farmland, and built-up areas had a great increment. The predicted LULC under (i) the business as usual scenario showed a continued decline of natural LULC while anthropogenic LULC increased greatly, tending to cover half of the landscape area; (ii) forest restoration under different levels showed an improvement of forest cover and other native LULC classes with a decline in mostly subsistence farmland. The proximate drivers were in three principal components (soil infertility, subsistence farming, drought; infrastructural development, commercial farming, overstocking of livestock, pest and disease challenges; tree planting), while underlying drivers were in two principal components (technology adoption, corruption of environment stewards, policy implementation gaps; cultural gaps). Food and cash crops were perceived to be the most important ecosystem services in the landscape. Generally, the landscape ES supply potential was dwindling and predicted to continue with a similar trend under BAU, despite the increment in ES contribution of subsistence and commercial farmland. Forest restoration would slightly improve the landscape ES potential but would cause a decline in subsistence farmland, which would result in either a threat to food/livelihood security or a livelihood shift. We recommend combined interventions that seek to achieve a progressive frontier that achieves development needs and priorities based on national need such as food security through local level production with recognition for sustainable availability of ecosystem services.Item Non Timber Forest Products Trade and Community Livelihoods around Mabira Central Forest Reserve, Uganda(Journal of Agricultural Studies, 2016) Tugume, Patience; Buyinza, Mukadasi; Kakudidi, Esezah; Mucunguzi, Patrick; Kalema, James; Mugisha, Maud Kamatenesi; Namaalwa, JustineThis paper generates data on the diversi ty and value of non timber forest products (NTFP) traded in markets adjacent to Mabira Central forest reserve. The objective of the study was to evaluate the contribution of NTFP trade to the livelihoods of trader s’ households . Q uarterly market surveys and field observations were conducted in eleven markets in 2014 . All NTFP traders were interviewed using semi structured questionnaires . Simple profitability method was used to determine the profit margins of the traded products. The per capita value of NTFP traded was calculated and was highest for drums ($ 3,101) and lowest for winnowing trays ($3). All products had profit margins above 60%. Income generated from NTFP was used to cater for other essential needs like payment of school fees, medic al treatment, buying food and other household items. NTFP trade has potential of improving the lives of traders through establishment of NTFP enterprises. In order for such enterprises to be successful traded forest products must be harvested sustainably t o ensure consistent supply of the products. As well as examining the internal distribution and allocation of REDD payments under different design option scenarios at both international and national level, the project will work with selected REDD pilot projects in each of the five countries to generate evidence and improve understanding on the poverty impacts of REDD pilot activities, the relative merits of different types of payment mechanisms and the transaction costs.Item The role of camel production on household resilience to droughts in pastoral and agro-pastoral households in Uganda(Pastoralism, 2020) Asiimwe, Robert; Ainembabazi, John Herbert; Egeru, Anthony; Isoto, Rosemary; Aleper, Daniel Knox; Namaalwa, Justine; Diiro, Gracious M.Recurrent and prolonged droughts have exacerbated the problems of pasture and water scarcity in arid and semiarid lands (ASALs), hence, the need for immediate and long-term adaption strategies to such shocks. Camels are increasingly being integrated into mainstream livestock production systems as an adaptation strategy to droughts. However, rigorous empirical evidence remains scarce on the role of camel-rearing in household resilience to droughts. This study used cross-sectional data from 116 households in the Karamoja sub-region of Uganda to examine the effect of camel adoption on household resilience to drought. Resilience to drought was measured as an index constructed from consumption- and income-smoothing indicators using the principal component analysis (PCA) method. The effect of camel adoption on household resilience to droughts was estimated using Lewbel’s estimator. Descriptive statistics show that camel tropical livestock units (TLUs) constituted 25% of the total TLUs of the herd among adopting households. PCA analysis shows that income-smoothing factors (increased off-farm income and alternative sources of income) had the greatest contribution to resilience. Econometric results show that a unit increase in the proportion of camel TLUs significantly increased household resilience to droughts by 20%. Land is the most important asset in rural Uganda. The majority of couples (both married and those in consensual unions) report owning land jointly. Men who report owning a parcel of land are much more likely than women to say they inherited the land. Inheritance is not an important means of acquisition of other assets, including livestock, business assets, financial assets and consumer durables. These items are acquired through purchase, by both men and women.
