In the 6 workshops we held in East Africa it was most often defined as a farmer who is a poor keeper of livestock, or sometimes as a farmer who keeps poor livestock, or somewhat rarely as a poor person who keeps livestock. A definition offered by a participant after a long debate in Shinyanga, Tanzania, might be generally accepted – that is, someone who “Cannot derive any benefit from the livestock kept.” Or “a poor livestock keeper is one who cannot derive any benefit, which can offset his responsibilities/to lift you above poverty line to have basic essentials from livestock kept.” As given by a workshop participant in the sharing of the Voices of the poor report in Dar es Salaam, Tanzania.
