It also involves citizens in determining specific local public needs and channeling such needs to urgent priority areas. The core objective of decentralization in Uganda is largely to improve public service delivery by bringing services closer to communities and ensuring peoples’ participation and democratic control in social-economic and political decision-making. Thus, decentralization is presumed pivotal in global efforts for sustainable development by opening the democratic space though transparent, inclusive, and citizen-driven planning and implementation of services.Item Financial literacy as a tool of business transformation for Small and Medium Enterprises in Uganda(Gateway Research Centre, 2021) Kibira, Vicent; Kiberu, Jonah; Twinamasiko, EmmanuelMajority of the businesses in developing countries, Uganda inclusive fall under Small and Medium Enterprises. They employ the largest part of the population and contribute to livelihood improvement and sustainability. SMEs thus play a significant role in economic growth and development of the economy. This brief presents what limits the performance of SMEs and recommends the possible policy measures that can be adopted to transform SMEs in Uganda citing financial literacy as the key general strategy to SME transformation. In the previous General Elections in Uganda, violence was cited at almost every level of election. Election periods are critical moments that need a tactical approach to register free, fair, safe and secure elections. It is the mandate of the Electoral Commission to organize, conduct and supervise free and fair elections.Item The quest for the decentralization of revenue mobilization to Local Governments in Uganda(Gateway Research Centre, 2020) Kibira, Vicent; Kiberu, JonahA sound revenue system for local governments (LG) is an essential pre-condition for the success of proper service delivery among local governments. Local revenue mobilization has the potential to foster socio-economic and administrative accountability through empowering communities. In Uganda, revenue mobilization is centralized thus local governments are entitled to a defined portion of the revenue collected to meet socio-economic and administrative in their area of jurisdiction. Local governments should be allowed to exercise the authority to mobilize local revenue under the regulation of the central government.
