The research builds on past studies that used citizenship, agency and stewardship theories to examine the mediating role of social capital in the association between citizens’ behaviour and compliance in local governments. The findings revealed that social capital partially mediates the association between citizens’ behaviour and compliance. This article urges citizens to come together, leveraging on social capital to garner critical mass to drive compliance.
